REGION 10 STAKEHOLDERS HISTORY
 
A DECADE OF COLLABORATIVE EFFORTS
 
December 14, 1995:
       First Region 10 Stakeholder meeting.
 
February 1996:
       Legislative Forum and Executive summary of principles and values.
 
March 1996:
       Focus on Quality and formation of pods (workgroups).
 
August 1996-May 1997:
       Stakeholder work with legislators, Arc Mn, Legal advocacy, and DHS to draft and pass alternative licensing legislation.
 
June 1997-November 1997:
       Formation of Region 10 Quality Assurance Commission and hiring of Cindy Ostrowski as director.
 
November 1997-November 1998:
       QA Commission and VAR committee hire a Simpler Way and develop VOICE. Olmsted and Winona counties participate in an alternative licensing process.
 
1999:
       Reauthorization legislation passed. Houston and Fillmore counties enroll.
 
2000:
       Mower county enrolls. Region 10 Stakeholders implement VOICE, develop work groups around work force issues, person directed supports and inequities in supports(TBI).
 
2001:
       Reauthorization of VOICE process. Work toward expansion of VOICE to other regions and groups of people. VOICE is recognized nationally.
 
2003:
       VOICE legislation includes expansion language, VOICE reviews with TBI.
 
2004:
       Extra staff hired to support expansion
 
2005:
       VOICE reauthorization with expansion funds. First expansion grants provided. Active work with supported living and older citizens. Region 10 proposes and passes task force legislation with DHS to look toward permanent funding and inclusion of QA process of choice in support services.
